Non-Resident Characters - A possible solution

So, I had an idea:
What if non-residents would join the factions, but as Associates, not Members. We make two tags, one for Associates and another for Members. And BAM!
Problem solved.

They can even be Associates of the Citizen Faction, or whatever, it's more up to you.

What do you guys think?
Off course this is just brainstorming, like I just had the idea and needed to tell you all.

the ideal structure of the factions would be:
-Leader/Spokesperson
-officers for that faction, (if the faction is big enough for it and has that kind of hierarchy)
-Members (residents)
-Associates (non-residents)

it can be different you guys decide, this is more just to open the dialog again.

Making people have to be residents of SJ to be part of a faction doesnt seem like the best idea imo. Factions are supposed to be open to everyone. Just how I see it.

But they'd be, they would just have a diferent name and it would solve the thing about being called "citizen" when you join. Instead of that, you'd be "associate" and that'd just indicate that they are from outside. The scale there is the one they make for the mages guild as I searched on the wiki. there are other titles and ranks there, but I summed it up to that. it shouldn't mean anything, at least for in the mages faction the titles and ranks are merely titles, for every member there has equal voice/vote value.

Hmm, dont know if we need to have it for the seperate factions but maybe just have everyone either be an associate or citizen depending on if they live in SJ or not. Dont have it involved with factions just in general?

That could work too! But does the word associate applies to a town/city? I am sorry, >< I just ask because I really don't know and could use the knowledge.

Doesnt have to be related to person, can also be organization. That help?

Associate would work, maybe there is a better term, but it would work
