While I want to encourage shady, evil characters and even criminal activity because it really does spice up the RP, I want to make sure we aren't having people running around and committing crimes without any consequence. Our rules allow the player to choose a punishment for their character(s), and also offer alternatives to the extremes of execution and banishment.
Writing these rules is a difficult thing to do. We want to stick to lore as much as possible, but lot of times lore-wise the punishments are execution. This is what we have come up with to avoid killing characters. Please note that if you do choose to create a shady character, these are the laws that are in place. Your character will be responsible for their actions. If you do not wish to get caught or suffer consequences then DON'T DO THE CRIME. If jailed, an officer can roll if you'd like to break out. Please contact an officer. Please also note that all gold fines would be RPed. No actual in-game currency will be taken from the player.
First Degree offenses are light offenses, essentially small scale things like petty theft or public indecency (nudity, public sexual activities, etc). Usually these carry light punishments, warnings, fines (100-500g), and on the occasion for repeat offenders a night or so in a cell or in the stockade. Below are examples of the types of crimes that fall under this category.
- Petty Theft (Below 500 gold in total value, if proven)
- Trespassing
- Harassment: this includes physical and verbal.
- Public Indecency
- Property Damage, Vandalism below 500g in damage and repairs.
- Possession of Skooma
Second Degree Offences are more serious crimes that warrant more serious punishments. This includes being a severe repeat offender from first degree crimes (such as constantly being in possession of Skooma). These crimes are punished more heavily with heavy fines (500g-8k), time spent in the stockades, jail time, flogging (public lashes), and hard labor/community service to the victim. Below are examples of the types of crimes that fall under this category.
- Grand theft: 500 gold in value and above.
- Property Damage 500 gold and above.
- Assault
- Assault with deadly weapons
- Obstruction of Justice
- Resisting Arrest
- Production and selling of Skooma, possession of Skooma with intent to distribute
- Sexual Assault
Third Degree Crimes are the harshest of crimes someone can possibly commit against the town. These are punishable through banishment and possibly on the rare case execution. Other forms of punishment include intense time in the jail followed up with flogging and in addition, a long time performing hard labor. Below are examples of the types of crimes that fall under this category.
- Murder
- Attempted Murder
- Arson
- Instigating Murder
- Necromancy/Black Magic
- Daedra Summoning
- Daedra Worship
Most Dominion laws regarding supernaturals are KoS, though we've decided to loosen up on these rules. Our rules are as follows:
Vampires
Unless the vampirism is kept hidden by a mask and clothing, some form of enchanted jewelry that changes their appearance, or anything of that matter, vampires will be approached and an arrest will be attempted. They will be given the options to:
- Leave town
- Be taken to jail, with ability to leave only if they post bail (not real in-game gold) or perform community service, and agree to the guard keeping a close watch on them
>TO AVOID THIS, a vampire can have someone either write a statement or verbally testify that said vampire is not violent. While waiting for this statement, vampires are to be kept in jail. Each person who is a non-supernatural is allowed to pardon 5 supernaturals.
>IF THE VAMPIRE BECOMES VIOLENT/ RESISTS ARREST, combat and force will be used. At first the guard will still attempt to make the arrest, however if the violence persists, they will be charged with the second degree offense of assault, and will receive punishments for that as well. If the vampire kills someone, they will receive punishments for a third degree offense, and may be banished.
Werewolves
Lycanthropy is easier to hide than vampirism, however just as dangerous. If someone makes claims that you are a werewolf without evidence, you will be charged 200g. If it is found that a character is a werewolf via transformation and multiple witnesses, they will be given the options to:
- Leave town
- Be taken to jail, with ability to leave only if they post bail (not real in-game gold) or perform community service, and agree to the guard keeping a close watch on them
- Given the option to wear a silver collar that prevents them from turning and burns as it is worn (NOTE: There is only one silver collar at the moment)

At first the guard will still attempt to make the arrest, however if the violence persists, they will be charged with the second degree offense of assault, and will receive punishments for that as well. If the vampire kills someone, they will receive punishments for a third degree offense, and may be banished.
Because they are the ones enforcing these laws, they will be closely held to them. Consequences involving their guard status may occur if any of these laws are broken, depending on the situation. This following will be the general guideline:
- If you're a guard and are caught committing a first degree offense, you will receive a warning in addition to the typical punishments listed prior and will be striped of your duty should you be caught again.
- If you are caught committing a less serious second degree offense, you will be put on probation and must be partnered with another guard who has not committed an offense in addition to the typical punishments listed prior; you will receive a warning and will be striped of your duty should you be caught again.
- If you are caught committing a third degree offense, or a more serious second degree offense including physical and verbal harassment/unnecessary use of violence, you will be dismissed from the guard in addition to the typical punishments listed prior.
