The Council and the Guard

The Council
First, those voted into council will be revealed, and they should wear their council clothing that they will be given (I'll be crafting/passing armor out today with dying instructions in an in-game mail).
The council (as far as I know, please correct me if I'm wrong) is as follows:
Lady (mayoral position) of Vulkwasten - Elsynia Nightwind
Master Merchant - Ri'Zharim
Master Medic - Ainaon
Master Mage - Maehdros
Guard Captain - TBA

The Guard
A guard captain will be selected by the council after an arena is held.

First, the actual "arena." Contestants will be assigned numbers, and numbers will be randomly paired. They are to go head-to-head against their opponent. The winning contestants of each "battle" will go head-to-head in a bracket style. The point is to take your opponent's small flag that they will secure to their hip through a belt loop. While combat is certainly a way to go, it is possible to obtain the flag in nonviolent ways.
OOC logistics: A 1d20 will be rolled to determine turns. The contestant will call out what they'd like to do in a group chat with me and the other contestants. I will roll a 1d20. 1-5 the turn fails. 6-10, the turn barely works out, 11-15, the turn works out, 16-20, the turn goes better than expected. I will give a general outline of how the turn will go, as it would be based on what the contestant wants to do for the turn, but details and such are left open for the RPer.
THE WINNER OF THE ARENA MAY OR MAY NOT DETERMINE GUARD CAPTAIN. It is ultimately up to the council to decide, but they will be watching to see the choices made by each character, and will pass judgement on that.

After the arena, each contestant will be asked 3 questions:
1. What was your tactic for securing the flag, and why did you decide to use said tactic?
2. What is the most important quality in a guard captain?
3. Why would you make a good guard captain?

From this, the council will meet and decide a captain, who will be given their official council uniform.
