Some new software or some updated software from an earlier cheat engine for the game has probably found a new way to spoof the server side check. Not as much Zenimax's fault as I am sure it is just the ongoing, unending work of some people who like to break games and ruin people's fun because they can't do it well on their own.

Give it some time. Zenimax is most likely already working on a way to plug the cap on this, I am sure.
