I would agree with the fact that being able to RP as a world, and not just several factions will be more beneficial to us overall. There is, however, a tidbit I would like to adress, as I feel it should be discussed.
We all know that the halmet of Vulkwasten we live in, have it's own rules and regulations to complement those of the Dominion. These are the rules we base our RP on, and they have repercussions and all. My question would be this then: How much would someone from DC or EP be obliged to follow Vulkwasten law? or would we even allow these people in the town?
Permitting Covenant or pact individuals to operate in dominion territory freely would surely be an IC breach of laws, both for the council, and the many people RP'ing as patriots/soldiers. Even a town as accepting as Vulkwasten would have to have a stopping point, as promoting equality among all factions would surely draw the ire of Dominion officers
To sum up, I would think it would be best if there was some sort of camouflaging system with obvious soldier/officer characters from other alliances, in a way similar to how Vampires hide. If this does not work, I'd say they would be able to stay, so long as they could produce a sensible reason (like a breton "Diplomat" in Vulkwasten to observe "culture")
I just can't wait for all the new RP this change heralds :)
