Illiatri is a Mer of mixed parentage, like most she took after her mother who was Maormer and has nearly all their racial features with small exceptions. Her skin tone is more of a porcelain white, but otherwise she is relatively easy to identify as being of Pyandonean decent.
Her face is framed by long silver hair, and her colorless eyes eyes that are similar to a blind person, with transparent extra layers if one looks close. Similar to some sea dwelling creatures, her skin is unusually smooth, and somewhat translucent due to how pale her complexion is. The skin on her lips and around her eyes has a distinctly blue undertone as well as anywhere else sensitive. Sickness, embarrassment and injury make this more obvious.
Illiatri's facial features are sharp, angular but could belong to an Altmer just as easily. Like most Altmer and Maormer, she is relatively tall, although certainly average for both species. Which works in her favor, as she occasionally takes measures to appear like an unusually pale, or sickly Altmer suffering from blindness. This works best on the ignorant, and in places with fewer Maormer. If one gets past the fact she's Maormer, she's traditionally an attractive mer.
Personality
Considering what she is, she is pretty socially withdrawn from most other Mer. It has led her to be very skeptical and wary of the intentions of others and often she lacks the social skills to pick up on some social cues. Overall she's a bit pessimistic, though she tries to fight through that and be a good person to try to measure up to what her father had hoped she would be. She tries to help others, regardless of who or what they may be. Or why they were hurt in the first place, this leads her to often getting in over her head, or involved with people who misuse her good intentions.
She is constantly looking to enhance her ability to heal, though she prefers to use naturalistic methods over say, divine healing. Like most Maormer, she enjoys the sea in almost every way. Though her love of swimming is enough that any body of water is fair game. Though she is body-conscious and pretty much afraid of doing so with other people.
Her favorite foods are often not something most of Tamriel eats, given they're mostly Pyandonean dishes. Due to her history, she learned to cook as a way of helping out and sustaining herself. It also falls into her talent for Alchemy and healing, where she tries to be conscious of the body when eating.
Due to the stigma surrounding Maormer, she hides a lot of her cultural tendencies and only displays them when in trusted company, and even then certain talents and customs she doesn't let people see. This extends even to some of her skills and talents, as they would be viewed negatively, or even as heretical.
Why is your character in Dominion territory? How did they get here?
Illia has roots in the Dominion, and was born with valid papers. However, she came visiting Vulkwasten on a job with some less reputable people that she offers her healing services to.
Background:
Born to an unlikely pair in a Southern Summerset fishing village called Silverhold, Illiatri was not raised as most Maormer children are. Her Father, the local healer and an Altmeri man had been a man of some standing within the region. Until he took in a sea elf, injured in an unusual wreck off the Coast. For an area often ravaged by the Maormer people, it cast a great deal of suspicion on Ilindar Selethien and his practice. However, as a healer and a man of honor he did not find it fitting to let anyone die, no matter if they were his enemy. At first, no one knew of the presence of Illiatri's mother, an ill-fated sailor. As he tended to her for weeks in secret, while she struggled to live.
It did not begin harmonious, as she hated him for rescuing her. But bonds formed anyway, and in time Mara had her way. As Celebre began to love Ilndar, they began to try to win the heart of the townspeople, with mixed success. While hatred did not exist in every heart, Illiatri's mother suffered from it deeply. She longed to protect her daughter from it, and yet they knew the Maormer people would be even less kind to their family. Depression haunted her, when she realized their choices and their neighbors had begun to target their child, local children refusing to play or interact with her. Or, more aptly - their parents refusing to let them. When they did, they played cruel jokes or made fun. She longed to return home and often left the house to swim at night, or look over the ocean. Several times, Ilndar worried she would take her own life.
Eventually, the Maormer came to raid the village again when Illiatri was just five years old. They attempted to rescue Celebre and Illiatri from the village, starting out to sea only to stop when Illiatri's cries for her father, indicated her parentage. Her mother was killed immediately, and Illiatri tossed overboard, likely presumed to die. Though she made it back to shore and reunited with her father, both choosing to try and hide her nature after that.
Within a year of her death the villagers trusted Ilndar again, believing that the child was too innocent to have learned from her mother's ways, even if Ilndar promised himself to teach her what she could. She was sworn never to talk about it with anyone and simply held back from other people, only emerging to help her father with the truly sick.
Though it was only a matter of years before the Maormer came again, the same Captain remembering the raid years before sought to take revenge upon the man who not only corrupted one of his people, but as it turned out, his sister. It was not a challenge, since many were quick to point out his house the moment they were facing death and found the Healer's home within a short time of landing on the heavily raided beach. Illiatri knew to hide, but could not contain her screams when he was slaughtered in their home. She was sleuthed out before the light had faded from his eyes, though her survival despite being left to drown was enough to give her Uncle enough pause. At fourteen, she was still maturing but resembled her mother enough to cause him deep regret, killing his own kin.
He brought her to his ship once again, this time with the intention of bringing her home and teaching her what it meant to be Maormer. Though she sailed with him for quite some time, she eventually found a moment to escape into the streets of Abah's Landing and has lived alone since.
