Physical Description At first glance, Thris is just another Altmer man who has been blessed by their naturally attractive facial structure. Another "pretty boy mer" that likely resents the title. At second glance, it isn't too far from the truth though the very subtle signs of aging have begun to show around his deep blue eyes in the form of faint lines. They are less noticeable than the few scars, or the frequent peppering of freckles but yet if he smiles they are visible.
Thris seems to intentionally favor appearing a bit on the disheveled side, his copper-colored hair is usually swept back partway into a ponytail but defiant strands of hair frame his face in various lengths. Occasionally, he has smudges of charcoal on his pale skin, but usually some form of dirt or environmental debris is clinging to him.
Physically Thris is a rather short Altmer, coming up at around 6'1". His body structure however is rather deceitful. He is lean, but toned for inner strength rather than physical appearance. Though his shoulders are broader than they would be otherwise, he is easily underestimated. If he is without clothes, his body is covered in scars that take the form of tick marks and lines, as if someone was connecting the dots or counting something on his body. They are not the only scars he has, as he has been in a number of grisly fights over the years, but they are usually noticed before the occasional stab wound, burn or scrape. Like his face, he is also covered in freckles.
Personality With first impressions, Thris comes off as a careless asshole. Often second impressions as well. While he certainly is an asshole some, he is more mercurial than some may realize. He is very guarded and thus, tends not to let most people get too close to see much else. However in certain circumstances, he may appear to be compassionate, even empathetic and it tends to surprise people and make then unsure if it is genuine or if he is a manipulative ass who is opportunistic.
He does occasionally mention that he has a sort of honor code, and insists he doesn't lie. Most people think he lies anyway.
Why is your character in Dominion territory? How did they get here?
He has possession of a deed to a land parcel in Malabal Tor that he has recently come to investigate. As for the Dominion at large, while he was not born within its' territories, he has obtained citizenship in his lifetime and swears fealty to it.
Either that, or he's a spy. Or just a wandering creepy asshole.
Background
All second hand accounts of Thris' past suggest some commonalities but none seem to degree on the specifics. Some indicate that Thris was born to a slave woman within Morrowind or Skyrim. Another suggests he was kidnapped as a small child for ransom and sold when it didn't pan out. While more often, it is suggested he was abandoned by his mother for being a bastard of mixed parentage, and picked up by sellswords. They all agree that somehow, he ended up in Pact territory for most of his early life, and that his parents were likely not both Altmer. Even Thris will admit that he suspects that is the case but he himself does not know for sure.
His personal records indicate that his birth certificate is likely a guess since neither parent are named, while he knows for certain why that date was chosen. No one else seems to. These initial records are coupled with certificates of ownership in Vivec City, and later several other places.
Furthermore the rumors extend to his appearance in Dominion Territory. Most seem to agree that being Altmer wasn't enough to grant him immediate citizenship, and that he must have earned it somehow. However all documents aside from his Birth Certificate are classified to a very high level within the Thalmor by someone by the name of 'F. Rivenbark.' Only high ranking officials would be given information after petitioning.
Less official accounts - such as past acquaintances suggest he performed services for the Dominion while remaining in Pact territory under the nose of Pact officials. Given that he still has valid papers there, this seems most likely.
