Ja'Zeva is a Cathay, meaning that for a Khajiit he is of a taller breed, and walks flat-footed. He is exactly as he is seen in game, so anything stated here is overridden by the game depiction. [ Edit to add: Except that the voice samples really screwed me over on this one. He has the classic deep, resonant type of male khajiit voice, and not the awful whiny noises you may hear from his laugh emotes and other voice samples! ]
By Cathay standards he would be average or maybe a bit tall, with a slightly lean and muscular look. His fur might be described as tawny, pale gold, yellowish... and he appears to have no trace of a mane, although he does sport a small beard of a darker color.
[in ooc terms, think of a north american mountain lion, or a golden panther. the beard might not fit, but too bad!]
In profile his face has a distinctly predatory shape -- narrow eyes, a prominent nose and jaw, with none of the softness of some of the smaller breeds. Red dyed or tattooed markings on his cheeks show an allegiance to some clan or sect. it's easy to picture him tearing into a fresh kill. From the front, however, he gives a very different impression; his bright green eyes stand out and draw one's gaze, they make an attractive contrast to the fur, and they seem to have a certain twinkle to them. He seems friendly, affable, curious. His ears are always on the move, twitching toward whatever sounds are happening around him, but if he's in conversation with you, his gaze stays steady on your face nonetheless. If his attention is elsewhere it's only betrayed by extra blinks.
Ja'Zeva almost always dresses in civilian clothes, and rarely carries a weapon other than a knife. His clothes are typically Khajiit, relatively flashy, but not too show-off. Sleeves are optional. He might sometimes wear a ring or earring or other decoration, but they never seem fundamental to his personality.
Surface personality:
Ja'Zeva is almost the ideal barkeep. He has just the right mix of charm, manners, smoothness, presence, and ability to not be present when unwanted. He is calm and unflappable but energetic, he knows his inventory, and is good at reading people. He may be all business, but his business is pleasure, after all.
Digging a bit deeper:
Or at least, he *thinks* he is all these things. Ja'Zeva has a rather high opinion of himself, and while he rarely boasts and doesn't have a narcissistic feel to him, his ego may eventually come through. How good he *really* is at these things will be determined in-game as people play opposite him.
He also loves the sound of his own voice. He will rarely say something simply if there's time to be poetic about it. He also chuckles quite often at his own comments and jokes.
And underneath all that:
Ja'Zeva has been a "golden child" all his life. He's smart, he's a good chef for someone at his current experience level, he has a good head for business, and he's going places in life unless something gets in the way. But it's very likely that something will... because he gets bored without a challenge. If life is ever going too smoothly, it won't keep him interested and his personality will force him to make it interesting again.
Among other things, he's happy to be an information broker. He really does pay attention to everything around him, and while he's unlikely to take much action based on what he hears and sees, it's all there waiting to be used to avert boredom.

Though it's spelled Ja'Zeva Mavosiit in ESO to help people understand the sound, the proper Ta'agra would be all one word, ja'zevamavosiit, with a rather specific meaning. [ i made the following up, but it's based on my best understanding from the ta'agra project.]
Those with a basic understanding of Ta'agra would realize that ja' means "young", zeva means "tail", that mavosiit means "one who pursues", and thus the phrase means something like "Tail-chaser".
Those who have actually lived the khajiiti life would recognize the phrase as a very specific one: a ja'zevamavosiit is the cub who is sitting there idly, gets its attention drawn by someone's tail moving around randomly (possibly their own!) and ends up pouncing on it. It's kind of a pet name for a chlld -- a dear but somewhat troublesome child. It's almost certainly not Ja'Zeva's real birth name... unless perhaps there was some seer magic used in the naming ceremony to predict his future behavior. And it's the sort of name one would usually grow out of as a young adult. And yet it is this particular not-so-young adult's preferred name.
Perhaps because there may also be another, more adult meaning?
Perhaps. After all, "Ja'" also means bachelor, and tail-chaser, well... Ahem. This one shall leave that to your imagination. Perhaps it simply refers to the honorable binding of tails in the ceremony of marriage. Yes, this one is sure that must be the meaning... Err, did you say the name is Zevamavosiit or Zeva'amavosiit?

Ja'Zeva is in Dominion territory because he belongs there, having lived in Elsweyr all his life -- with perhaps the occasional side-trip elsewhere nearby. He has spent the last several years as a chef at a tavern in Rawl'kha, where he was not the head cook but was acquiring a bit of a reputation as an up-and-coming foodster, who might one day be expected to open his own business.
His background is otherwise completely unremarkable -- which is itself quite remarkable in its way, given the whole Planemeld / Khenaten Flu / bandits / deadra / world-coming-to-an-end times we live in. As I said, a "golden child".
[his parents would be somewhere in the middle-class to moderately-wealthy range, i expect. don't know enough about khajiiti society to be sure yet. at most he has lost a sibling or two, and knows he has nothing to complain about.]
