Sorry it took me so long to get to this. >.<
I like it! We were thinking of also introducing a Skooma making company sometime, so we can either have them rival, or just wait until your story is done so we don't interfere. Just make sure that you are familiar with our IC town rules and know what can happen if the law is broken.
A lot of us officers have actually considered having the nearby Tanglehaven as the criminal hub, where the laws in Vulkwasten won't carry over and people can be a bit more openly criminal. So if you're looking for a base for your drug-lord, that place is completely open. It's a burned down town, but there are 2 houses that are still open as interior spaces.
You can go ahead and recruit members for the drug-lord in town, just be careful with the guards and such, as they'll probably attempt to arrest you if caught.
