In Character Town Laws

While I want to encourage shady, evil characters and even criminal activity because it really does spice up the RP, I want to make sure we aren't having people running around and committing crimes without any consequence. If you are caught, doing any of the following, the appropriate punishment will be doled out. If you can do a crime in a crafty manner, and avoid detection, go ahead. Writing these rules is a difficult thing to do. We want to stick to lore as much as possible, but lot of times lore-wise the punishments are execution. We will NEVER kill your characters off unless you want us to. If someone is attempting to do so without your approval, they are WRONG. The guild does not condone player kills without consent.



The legal way of settling disputes are:
  • A friendly hand-to-hand duel outside in the courtyard. It helps relieve the stress and tension. Just make sure it's kept honest, and everyone consents. Get someone to monitor if you really have to.
  • Some form of game (drinking contest, target shooting, along those lines).


Please note that:
  • Each jail time is IRL time. For example, if your character is jailed for a day, you cannot RP them as out of jail for 24 IRL hours. Be our guest if you're interested in RPing with people from within the jail cell, though. If you are jailed, we recommend RPing on another character while the other serves their time.
  • If jailed, an officer can roll if you'd like to break out. Please contact an officer.
  • All gold fines would be IC. No actual in-game currency will be taken from the player.


If you do choose to create a shady character, these are the laws that are in place. Your character will be responsible for their actions. If you do not wish to risk getting caught or suffering the consequences then TAKE IT OUT OF TOWN or DON'T DO THE CRIME.


GUARDS: Required reading






Laws



First Degree Crimes


Disturbing the Peace - These crimes are in the category of excessive volume in public, not targeted towards a single person. For example, should one repeatedly heckle patrons in the tavern, shout and yell in the town square, and repeatedly refuse to desist.
Punishment - 100 gold fine
Repeat offense - 400 gold and overnight jail time

Harassment - Harassment charges will occur when a citizen, guard, or official repeatedly request to be left alone by a person, who simply will not. For example, should two be in a heated argument and one of the participants storms off, yet the other continuously tries to restart the argument, the instigator could be arrested for harassment. Alongside this, should a racist remark be made directly to a person who wishes to press charges, the speaker will as well be arrested for harassment.
Punishment - Overnight jail time
Repeat offense - Two day's jail time

Petty Theft - Quite simply, petty theft occurs when items under 500 gold are stolen, this includes pickpocketing.
Punishment - Overnight jail time and reimbursement for thefts.
Repeat offense - Grand Larceny Charge

Public Indecency - These charges are brought when one is either nude in a public area, or performs sexual acts with themselves or another in a public area.
Punishment - Overnight jail time
Repeat offense - Five days' jail time and 500 gold fine

Vandalism - Vandalism is simple property damage, under 500 gold. For example, breaking a table, or setting alight a chair.
Punishment - Overnight jail time, payment for damages and repairs if needed
Repeat offense - Felony Vandalism Charge


Second Degree Crimes


Assault - A person attempts to cause, or threatens to cause traumatic harm to another, in the form of physical harm, criminal assault, or sexual assault.
Punishment - Three day's jail time, 1,000 gold fine towards the victim.
Repeat offense - Felony assault charge

Arson - To commit arson one must deliberately set fire to property, even a cart of hay. Any deliberately set fire is categorized as arson.
Punishment - Two days' jail time, 500 gold to the town and reimbursement for the damages.
Repeat offense - Banishment

Conspiracy - Also known as conspiracy to commit a crime, this charge comes when evidence is found of an agreement to commit some crime in the future.
Punishment - Two days' jail time
Repeat offense - Banishment

Felony Vandalism - Felony Vandalism is charged when property over 1,000 gold is damaged or destroyed, or repeat offenses of petty vandalism.
Punishment - Two days' jail time and repair/reimbursement of damaged/destroyed property
Repeat offense - Banishment

Battery - A person successfully causes traumatic harm to another, in the form of physical harm, criminal assault, or sexual assault.
Punishment - Two days of jail time and two days of service to the victim
Repeat offense - Banishment

Public Daedra Worship - Any public display of Daedra Worship. Though, if it is any of the benevolent Daedra, people may look the other way. Primarily, worship of Daedra such as Molag Bal, Mehrunes Dagon, and similarly evil Daedra, is what is frowned upon.
Punishment - Three days' jail time
Repeat offense - Banishment

Third Degree Offenses


Murder - Fairly straightforward, any killing of another person not done in self-defense.
Punishment - One weeks' jail time, two weeks' probation, placed on watch, possible banishment. The Dominion will be notified of your crime.
Repeat offense/multiple count - Banishment/execution

Attempted Murder - When one attempts to kill another not in self defense, but fails to do so/is stopped from doing so.
Punishment - One weeks' jail time, five days' probation
Repeat offense - Banishment

Aggravated Assault - Assault that leaves the victim either near-death or severely injured, or accused of repeat offense of second-degree assault.
Punishment - One weeks' jail time, five days' probation
Repeat offense - Banishment

Necromancy/Black Magic - Any form of necromancy or dark magic not approved by the Mages Guild.
Punishment - One weeks' jail time, two weeks' probation, placed on watch, possible banishment. The Dominion and Mages Guild will be notified of your crime.
Repeat offense/multiple count - Banishment/execution

Daedra Summoning - Any form of daedric summoning not approved by the Mages Guild.
Punishment - One weeks' jail time, two weeks' probation, placed on watch, possible banishment. The Dominion and Mages Guild will be notified of your crime.
Repeat offense/multiple count - Banishment/execution

Drug Use - The prohibited use of any illicit substance. This includes, but is not limited to, narcotics such as skooma and Daril.
Punishment- One weeks’ jail time; one weeks’ probation; placed on watch; considered for banishment.
Repeat Offense- Banishment

Drug Trafficking - The prohibited trading or dealing of any unlawful substance. This includes, but is not limited to, narcotics such as skooma and Daril.
Punishment- Two weeks’ jail time; two weeks’ probation; placed on watch; considered for banishment.
Repeat Offense- Banishment.

Turning Werebeast in Town - Any public turning into a werebeast in town breaks Dominion law.
Punishment - Execution. (We will ask your permission for execution. If you feel the need to avoid character death, your character may alternatively escape from sentencing, but will no longer be allowed in Vulkwasten.) If a known werewolf openly traverses through Vulkwasten, the werewolf may be justifiably attacked by other townspeople without repercussion from the Guard.

Being an Open Vampire in Town - Any public display of having the curse of Vampirism in town breaks Dominion law.
Punishment - Execution. (We will ask your permission for execution. If you feel the need to avoid character death, your character may alternatively escape from sentencing, but will no longer be allowed in Vulkwasten.) If a known vampire openly traverses through Vulkwasten, the vampire may be justifiably attacked by other townspeople without repercussion from the Guard.







For Supernaturals


Most Dominion laws regarding supernaturals are Kill-on-Sight. While we will never kill your character without permission, we still wish to maintain a lore-friendly intolerance for the supernatural, and have accommodated for this in our town laws.

Vampires
If someone makes a claim to the Guard that you are a vampire without evidence, you will be subject to a mandatory silver test. Unless the vampirism is kept hidden by a mask and clothing, some form of enchanted jewelry that changes their appearance, or any other form of concealment, vampires will be approached and an arrest will be attempted. They will either be executed, or turned over to the Dominion for further action.

Werewolves
Lycanthropy is easier to hide than vampirism, however just as dangerous. If someone makes claims to the Guard that you are a werewolf without evidence, you will be subject to a mandatory silver test. If it is found that a character is a werewolf via transformation and multiple witnesses, they will be approached and an arrest will be attempted. They will either be executed, or turned over to the Dominion for further action.








For Guards


Because they are the ones enforcing these laws, they will be closely held to them. Consequences involving their guard status may occur if any of these laws are broken, depending on the situation. This following will be the general guideline:

If you're a guard and are caught committing a first degree offense, you will receive a warning, or you will be put on probation and must be partnered with another guard who has not committed an offense (depending on the severity of the crime) in addition to the typical punishments listed prior and will be striped of your duty should you be caught again.

If you are caught committing a second degree offense, you will be put on probation and must be partnered with another guard who has not committed an offense, and may even be dismissed from the guard (depending on the severity of the crime) in addition to the typical punishments listed prior; you will certainly will be striped of your duty should you be caught again.

If you are caught committing a third degree offense, including unnecessary use of violence, you will be dismissed from the guard, and not allowed to join again, in addition to the typical punishments listed prior.

3/1/2017 - Town law inconsistencies have been amended to ensure accurate law interpretations.

5/31/2017 - Two new laws have been added (Drug Laws/Drug trafficking). the Afflicted/Cursed laws have been completely remade.
