Introduction



Welcome to Kashya's Manual to Better Guarding. I hope you're ready to read.



Written upon request, this manual contains everything you need to know about being a Guard. This is written primarily due to the fact that, once a guard is hired, he has absolutely no idea about the little ins and outs of guarding. There are always little questions that can't be answered unless there's a Marshal conveniently nearby. In an effort to alleviate some of that unnecessary stress, I have decided to write this guide to prepare any future Marshals for their job, as well as to help the new guards get a head-start in their newfound profession. If there is anything excluded from this guide that you think should be included, PM me or leave a message here, and I'll add it to the FAQ as soon as I can.





I. What is a Guard?


The Town Guard can be defined as "a diplomatic organization founded upon the necessity of protecting the people through the enforcement of civil law. Retaining the ideas of stability through administration and compliance of rules, the Guard follows a strict hierarchy system composed of lesser ranks, basic ranks, and special departments to further aid the people of Vulkwasten, and more quickly address and manage arising issues that may cause concern within the town." So. What is a guard?


Simply put, a guard is a type of officer that protects the citizens, and town, of Vulkwasten from any and all external and internal dangers. As a basic guardsman, your responsibility is quite simple: Apprehend the bad guys, make sure nobody is breaking the law, and make sure crime is kept to a minimum within the boundaries of town. If it doesn't relate to town, it doesn't concern the town. If it's outside the boundaries of the town, it most likely doesn't concern the town.


Guards are separated into four different major branches.



  • Basic Guardsmen - These guardsmen are responsible for the basic duties of a normal officer: To carry out arrests, enforce laws, and hold a general duty of peacekeeping. In essence, this job is rather straightforward. The basic guardsman is a general lump of clay, ready to be modeled in whatever way the ranks would like to utilize them.

  • Specialized Departments - These guardsmen are responsible for more specialized duties pertaining to the guard, as the name suggests. As a category of miscellaneous officers with specific duties, the Specialized Department is responsible for a variety of different tasks that are solely dependent on the position they are given. This may include investigating crime scenes, assessing the possible threats of future crimes, questioning suspects, and investigating the skooma trafficking, slavery rings, and crime families. All of these different positions within the Specialized Departments are dependent in tasks.

  • Lesser Ranks - These are not necessarily guardsmen, but are split into two categories (Secretaries and Auxiliaries) as well. A Secretary serves as the Town Guard's receptionist. There is usually only one secretary. An Auxiliary is a temporarily assistant, responsible for completing any task that is assigned to them. Outside of the orders given to them, they carry NO authority or status within the Town Guard whatsoever.

  • Special Ranks - Simply put, these are the leaders of the Town Guard. Their word is gospel, and their orders are not to be taken lightly. This branch is separated into two categories. The Marshal, who is the acting leader of the Town Guard, is responsible for any and all guard operations. The Major acts as the Marshal's right hand, responsible for keeping a stern watch over the other guards, and handling any petty disputes that may arise within the Guard.

II. What is Expected of Me as a Guard?


This is a very, very broad topic, and you will get a plethora of answers from a plethora of people on the subject. There are, however, a few universal expectations that I would personally expect you to follow.




1. Be Active. As a guard, you are expected to be active more than others. Why? So your character can do their job. That doesn't mean you should abandon reality and just play from nine to five for the rest of your life. It simply means that you are expected to be online more than once or twice a week just to "check up on things." If this is your style of play, then you won't get very far in the rankings, and you likely won't know what's going on when you actually do take the time to log on.

2. Use Proper Grammar. It is understood that some people have their weaknesses. Perhaps English isn't their strong suit. Perhaps they're originally a foreign speaker. That's alright. When somebody asks why they're being arrested, however, they're probably going to ignore you if you reply with "ur bengg too loud n ur arrested 4 it." Be as diligent as you can when it comes to reasoning; coherence is a beautiful thing.

3. Know the Law. Unless intentionally abusing power ICly, your character is expected to have a full understanding of the Town Laws, which may be found here. That doesn't necessarily mean you have to memorize each one to a note. If your character is working to be a good guard, however, this is really the best place to start.

Notice: These are only my personal expectations of a guard. In no way am I stating these to be rules; these are merely a few pointers.

III. In-Depth Explanation of Town Laws


I will be going through each of the town laws with as much detail as possible to ensure complete comprehension of each law. If there is any further confusion regarding these town laws after I've explained it, please consult a Marshal for more specific explanation.



First Degree Offenses




Disturbing the Peace

  • A person is making an excessive amount of noise in public.
  • The person is not directly targeting a single person. (If criminal is targeting a single person, see Harassment)
  • A person is repeatedly interrupting another through the application of derisive comments, aggressive statements, or abuse.
  • The person may be arrested IF he refuses to cease after being asked to by a guard.
  • A person is NOT to be arrested if they are simply speaking their mind. (e.g. A patron expresses their disapproval of something, causing an uproar in the tavern.)
  • During a first offense, the criminal will be required to pay a 100 gold fine.
  • After a repeated offense, the criminal will be required to pay 400 gold, and must serve an overnight jail sentence.



Harassment

  • A citizen, guard, or other official repeatedly requests to be left alone, but the offender does not.
  • A person makes a racist or offensive comment towards another. The offender should be charged with harassment ONLY IF the victim wishes to press charges.
  • During a first offense, the offender will be charged with overnight jail sentence.
  • After a repeated offense, the offender will be charged with two days of a jail sentence.



Petty Theft

  • A person steals OR attempts to steal an item worth less than 500 gold.
  • This does include pickpocketing.
  • During a first offense, the offender will be charged with overnight jail time. Furthermore, he or she is required to reimburse anything that was stolen from a Vulkwasten citizen while in town.
  • After a repeated offense, the offender will instead be charged with the crime of Grand Larceny.



Public Indecency

  • A person is naked in a public area.
  • A person is performing a sexual act with themselves, or another person, while in a public area.
  • During a first offense, the offender will be charged with an overnight jail sentence.
  • After a repeated offense, the offender will be charged with five days of jail time, as well as a 500 gold fine.



Vandalism

  • A person damages the property of another that costs under 500 gold.
  • An examples of this may include breaking a table, or chair.
  • If the offender damages property through the use of fire, they should be charged with Arson instead.
  • During a first offense, the offender will be charged with overnight jail time. Furthermore, they must pay for any possible damages and repairs.
  • After a repeated offense, the offender will instead be charged with the offense of Felony Vandalism.




Second Degree Offenses




Assault

  • A person attempts to cause, or threatens to cause physical, or mental, harm against another person.
  • This is not to be confused with self-defense; this is defending against assault, and is not to be charged.
  • During a first offense, the offender will be charged with a three day jail sentence, as well as as 1,000 gold fine, to be paid to the victim of the assault.
  • After a repeated offense, the offender will instead be charged with the offense of Aggravated Assault.



Arson

  • A person deliberately sets fire to property.
  • This property can be anything from a house to a cart of hay.
  • If vandalism through fire occurs, then the offender will be charged with this crime.
  • During a first offense, the offender will be charged with a two day jail sentence, a 500 gold fee to the town, and must pay reimbursement for any possible damages.
  • After a repeated offense, the offender will be banished from town.



Conspiracy

  • Evidence is discovered of a person agreeing to participate in, or commit, a crime.
  • A person possesses written acknowledgement of their agreement to commit a certain crime.
  • During a first offense, the offender will be charged with a two day jail sentence.
  • After a repeated offense, the offender will be banished from town.



Felony Vandalism

  • Property valued at over 1,000 gold is damaged or destroyed.
  • This crime is also charged when a person is charged for more than one act of Vandalism.
  • During a first offense, the offender will be charged with a two day jail sentence, and must repair or reimburse the damaged property.
  • After a repeated offense, the offender will be banished from town.



Battery

  • A person causes traumatic harm to another.
  • This can include physical harm, criminal assault, or sexual assault.
  • This is not the same thing as Assault. Assault entails the criminal threat to harm another person, as well as the possible attempt to harm another person. Battery is the actual, physical harm of another.
  • During a first offense, the offender will be charged with a three day jail sentence, as well as two days of service to the victim.
  • After a repeated offense, the offender will be banished from town.



Public Daedra Worship

  • This includes any public display of Daedra worship.
  • A person should NOT be charged if they simply stated their affiliation towards a Daedra.
  • A person should NOT be charged if they are only talking about a certain Daedra.
  • A person SHOULD be charged if they are publicly participating in any form of ritual or type of worship pertaining to any Daedra.
  • During a first offense, the offender will be charged with a three day jail sentence.
  • After a repeated offense, the offender will be banished from town.



Third Degree Offenses




Murder

  • A person kills another person.
  • This is not to be confused with self-defense, in which a victim causes the death of an attempted assaulter through self-defense.
  • During a first offense, the offender will be charged with a one week jail sentence, as well as two weeks of probation. The offender will also be placed on watch, and will be considered for banishment. Lastly, the Dominion will be notified of the offense.
  • After a repeated offense, the offender will be banished from town or executed.



Attempted Murder

  • A person attempts to murder another, but fails, or is stopped from doing so.
  • This is not to be confused with self-defense, in which a victim causes the near-death of the offender as a result of defending his/herself.
  • During a first offense, the offender will be charged with a one week jail sentence, as well as five days of probation.
  • After a repeated offense, the offender will be banished from town.



Aggravated Assault

  • An offender attacks a victim to the point of near-death, or severe injury.
  • This is not to be confused with Attempted Murder, in which the offender is expressly and intentionally attempting to end the victim's life.
  • An offender will also be charged with this crime upon the repeated charge of Assault.
  • During a first offense, the offender will be charged with a one week jail sentence, as well as two days of probation.
  • After a repeated offense, the offender will be banished from town.



Necromancy/Black Magic

  • A person participates in, or performs, any form of necromancy or dark magic that has NOT been approved by the Mages Guild.
  • A person should NOT be arrested if they are performing a type of magic that has been approved by the Mages Guild.
  • During a first offense, the offender will be charged with a one week jail sentence, as well as two weeks of probation. The offender will be placed on watch, and will be considered for banishment from the town. Lastly, the Dominion and Mages Guild will be notified of the committed crime.
  • After a repeated offense, the offender will be banished from town or executed.



Daedra Summoning

  • A person participates in, or executes any form of daedric summoning within town that has not been approved by the Mages Guild.
  • During a first offense, the offender will be charged with a one week jail sentence, as well as two weeks of probation. The offender will be placed on watch, and considered for banishment from the town. Lastly, the Dominion and Mages Guild will be notified of the committed crime.
  • After a repeated offense, the offender will be either banished from town or executed.



Drug Use

  • A person uses any substance that is considered illegal within the boundaries of Malabal Tor.
  • These sorts of drugs can range from Skooma to Daril, but aren't limited to these two.
  • During a first offense, the offender will be charged with a one week jail sentence, as well as a one week probation. The offender will be placed on watch, and considered for banishment from the town.
  • In the event of a second offense, the offender will be banished from town.



Drug Trafficking

  • A person trades, sells, or deals with any sort of illegal narcotic or substance. Examples include, but are not limited to drugs such as Skooma and Daril.
  • During a first offense, the offender will be charged with a two week jail sentence, as well as two weeks of probation. The offender will be placed on watch, and considered for banishment from the town.
  • In the event of a second offense, the offender will be banished from town.



Turning Werebeast in Town

  • A person turns into any sort of werebeast while in town. This breaks Dominion Law.
  • If a werewolf is caught in town, they face the penalty of execution.
  • If a werewolf turns while in town, he may be executed by a civilian without repercussion by the guard.
  • If a known werewolf walks the streets of Vulkwasten, he may be attacked and/or killed by a civilian without repercussion from the Guard.



Being an Open Vampire in Town

  • A person is openly discovered to be a vampire while in town, or attacks somebody while in town. This breaks Dominion Law.
  • If a vampire is caught in town, they face the penalty of execution.
  • A person that is openly known to be a vampire while in town may be attacked or executed by a civilian without repercussion from the Guard.

IV. How to Guard


You're a fresh recruit hired five minutes ago, and you have absolutely no idea what to do next. You've spoken to the Marshal, had your name added to the roster, and you're ready to begin the boring exciting lifestyle of a basic Vulkwasten town guardsman. Where do you begin, and what do you do?

Guard. As the name implies, your basic duty as a guardsman is to patrol the town, making sure no unruly criminals manage to wreak havoc on the populace. The majority of your job will include watching and waiting, unless you're involved in a specialized department. Then, your job will be watching and waiting until something big happens. Exciting. Right?

There are several ideal positions in which a guard may post him/herself. The most active site included within the city is the Vulkwasten Tavern, pictured below.

As an ideal second, the Town Square outside of the tavern would be an appropriate area to guard.

Let us assume that your guard career went off without a hitch, and you even managed to spot a bad guy. You go, champ. Try to avoid throwing your shoes at him, however; you need him to come as cleanly as possible. I'm not going to spew off lyrics for you to say; the Vulkwasten Guard doesn't have catchy Miranda rights to toss off. Let us start with a scenario.



Witnessing an Ongoing Crime



A man has just been caught pickpocketing a dear old lass, sixty years of age. You, the guard, are watching it all go down in the tavern. What do you do?

Attempt to apprehend the criminal. As a direct approach, you could easily attempt to go the clean route, and apprehend the suspect in the middle of the crime. This could leave an unprepared criminal with little room for retaliation. You are not to assault the criminal, however, unless the criminal is posing immediate threat and must be disabled through violent means.

As a guard, you are still bound to the law. Rather than being able to slide past most laws, you are expected to hold them to a higher regard than the citizens do. You may be surprised at how many people have considered themselves exempt from laws because they were the ones to enforce them. No logic in that.

I'm not going to go in-depth on the art of crime-stopping, as your character will likely want to solve crimes his or her way. Don't listen to me; be creative. I've set the ground rules. You set the scene. After all, we want to encourage criminal activity just as much as we want to encourage guard activity. The two go hand-in-hand.





IV.I. Analyzing a Crime Scene


Time for a different scenario. After a long, hard day of standing and watching, you're ready to head back to the barracks. There's something on the road, however. What's that?

Oh. It's a dead body. Charming. As a guard, you are offered several methods of dealing with this approach. Your ultimate goal, however, should be to preserve the crime scene as much as possible. I'm going to leave the majority of this to your guard, because nobody's going to get promoted if everybody just does the same thing over and over again. However, I will offer a few pointers.

Don't leave the crime scene until recording and obtaining all evidence. Odds are, you're not taking a lovely evening stroll with the Inquisitor of the Guard. What do you do when you're all alone, and you stumble upon a mangled corpse in the middle of the road? Pull out your trusty journal and stick of charcoal, and get writing. Take note of any possible evidence within the crime scene, and be sure to record a description of the body before moving it. If you do happen to stumble upon any evidence, it is to be collected and delivered to the Investigative department for inspection. If nobody is employed within the Investigative department, then the evidence is to be delivered directly to the Town Guard Marshal, or to the desk of the Marshal as soon as possible.

If the body is intact, don't search it. Leave this to the Marshal or a designated guard within the Investigative Department. It is their duty to observe and analyze any evidence pertaining to the body. If the body is not able to be carried back to the clinic, however, then grab what you can and deliver it as soon as possible.

V. Incarceration and How it Works



Your wonderful guardsman-skills have proven successful, and you managed to nab a bad guy. Good job there, champ. Where do you put him? You can't just tie him to a leash and drag him around all day. I highly encourage that, though I do not encourage that. There are a few precautions to be made during the process of detaining a criminal, and relocating him to a cell. Below are mild instructions on what to do when arresting a criminal.
Keep in mind that you are free to roleplay this in whatever manner you wish. This is merely a suggested course of action, if you roleplay a law-abiding, ambitious guard.



  • Restrain the prisoner before relocation. If the criminal is to be sent to a cell, be sure to shackle them first! This can prevent them from finding a way to escape. Upon acceptance to the guard, the Marshal will give the Basic Guardsman a pair of shackles, and a ring of keys to be used for any type of guard duty. These shackles are to be used in the event of restraining said criminal. The ring is an assortment of three keys. Each has a basic function, which will be explained in the FAQ.


  • Don't assault the criminal. This should be a no-brainer, but there was a time during the Guard where assaulting the criminals before relocating them was done far more than it should have been. It shouldn't be done at all, really. If proven that you have assaulted the criminal without reason, you will be prosecuted.


  • Detain the prisoner inside of the holding/detainment cell outside the Guard Barracks. This cell is located North of town, next to all of those mammoths. You can't miss the mammoths. If you do miss the mammoths, maybe you should take a class on land navigation.

    To get to the detainment cell, follow the road left, outside of Vulkwasten that leads North. Below is a picture of the barracks and detainment cell.

  • Search the criminal before detaining him! The criminal may have a variety of stolen belongings, or may be equipped with weapons or lockpicks. Things to check for when searching a criminal include, but are not limited to:

  • Jewelry
  • Weapons
  • Lockpicks
  • Satchels/Bags

    When all items have been confiscated, they are to be placed in a strongbox inside the Guard Barracks for safe keeping. The strongbox must stay locked at all times. A key is included on the key ring given to guards that will allow the chest to be opened. The strongbox is located directly to the right of the Barracks door.


  • NOTICE TO INMATES - When your character has served their sentence, they may be legally released in one of two ways. If a guard is online, they may release your character by themselves and return your character's belongings. If there is no guard online, then you may allow the excuse of an NPC guard to release your character and return his/her belongings.

  • Remember to fill out a criminal report, afterwards. A good guard will fill out a criminal report as soon as possible. Be sure to question any witnesses to the potential crime; you can use these witness reports in your report. To learn more about filing a criminal report, please see the next chapter.

  • Please remember to lock the detainment cell door after incarcerating a criminal. Please. I don't even want to go into this one. This incident has occurred far too often.

  • Each jail time is IRL time. For example, if your character is jailed for a day, you cannot RP them as out of jail for 24 IRL hours. Be our guest if you're interested in RPing with people from within the jail cell, though. If you are jailed, we recommend RPing on another character while the other serves their time.
  • If jailed, an officer can roll if you'd like to break out. Please contact an officer.
  • All gold fines would be IC. No actual in-game currency will be taken from the player.

  • Overnight - Six to Twelve (6-12) Hours

VI. How to File a Criminal Report


You've just made an arrest and detained that old purse-snatcher. You go, Hot Rod. What now? After you've questioned the witnesses, assessed the crime scene, and confiscated the criminal's belongings, you should make it a priority of making a criminal report to outline the incident. How do you go about this, though? It's easier than it sounds; it just tends to prove time consuming. Here's a step-by-step outline on filing a criminal report.



  1. Visit the link HERE to file a criminal report. ICly, all reports are to be delivered to the desk of the town Marshal. Keep one thing in mind, however, when posting a criminal report. Anything posted here will be canon and will be things that Kashya or other Guard officers can bring up to your characters in game RP.



  2. Copy and fill out the template provided. The template on this post will give you the outline on which you will write your report. If you can't find the template, I've provided the code here, as well.

  3. Turn the report in. The report should be set on the Marshal's desk inside the Town Guard Hall. OOCly, the Guard Hall is Forongon's house, right beside the tavern. THE HOUSE IS LOCKED. You will need lockpicks to enter it!





VI.I. How to Fill Out a Criminal Report


Let's assume you're completely lost when it comes to filling out a criminal report. Perhaps you just need help with one or two things. Luckily, I'm here to help. Provided below is an in-depth explanation of each inquiry included in a criminal report.

  • Report Filed By - Place the rank and name of your character here. (Ex. Marshal Kashya Vulano)

  • Report Filed on __ at __ - Place the date and time in which your character finished filing the report. Remember to use EST time, and remember to use a lore-friendly calendar date. (Ex. Report filed on 3rd of Second Seed at 7:30PM)

  • Incident occurred on __ at __ - Place the date and time in which the recorded crime occurred. If time is unknown, make an educated guess or approximation. (Ex. Incident occurred on 1st of Second Seed at 6:25PM.) (Ex. Incident occurred on 1st of Second Seed at ~6:00PM.)

  • Person(s) Suspected of Crime - In this section, be sure to list any and all possible suspects and accomplices that participated in the crime. If the criminal is unknown to the community, and has failed to offer his/her name, it is appropriate to label the suspect as "Unknown [key trait]." This key trait can be a race or obvious affliction.(Ex. Person(s) Suspected of Crime - Kashya Vulano (Primary), Lilinunta Vulano (Accomplice)) (Ex. Person(s) Suspected of Crime - Unknown Khajiit) (Ex. Person(s) Suspected of Crime - Unknown Vampire)

  • Brief Physical Description of Perpetrator(s) - What does the criminal look like? Be sure to label key factors that can be used to distinguish the criminal from the community, such as skin color and any scars or other notable markings. Eye color, piercings, hair color, height, approximate weight, and other factors can be used to distinguish the criminal. (See newer criminal reports for examples.)

  • Degree of offense - What was the severity of the crime committed? First, second, or third? (Ex. Degree of Offense - Third)

  • Guards who made arrest/administered consequence - Who arrested the criminal, and who administered the sentence/consequence to the criminal? If one guard performed each task, then be sure to list their names respectively. (Ex. Guards who made arrest/administered consequence - Kashya Vulano/Varilora)

  • Scene of crime - Where did the crime take place? Be sure to label key places, so that the criminal report is more concise. (Ex. Scene of Crime - South of the Guard Barracks, next to a cluster of trees.) (Ex. Scene of Crime - Inside the Tall Trunk Tavern.)

  • Offender's status - What is the status of the criminal? Is he deceased, detained, or escaped? (Ex. Offender's Status - Deceased) (Ex. Offender's Status - Escaped)

  • Offense Summary - Give a brief outline of what happened during the incident. (Ex. Offense Summary - Upon traversing to the cells in order to question Alena Nightwind, the body of a deceased guard was found outside of the cells; the body, drained of blood, was quite evidently punctured by that of a vampire. Little else is known following the attack, albeit the mer known as Donvyn was later granted consent to perform an autopsy on the cadaver.)

  • Witness Accounts - Did anybody other than yourself witness the crime take place? If so, be sure to question them and put their account of the incident here. (Ex. Witness Accounts - "He was old...kind of had a beard. Tall, well built...[perhaps] Imperial. Silver-gray hair, [which could have] been black at one point." -Alena Nightwind)

  • Action Taken - As a guard, what course of action did you take to resolve or analyze the incident? Be sure to include any key details here. (Ex. Action Taken - After being detained and thoroughly questioned, the mer was sentenced to one week of imprisonment for her crime, despite this being her second offense.)

  • Additional Thoughts/ Comments - Does your character have any additional input that they would like to add? If so, this is the place to do it. If your character has any assumptions, recommendations, or comments, they should be placed here. (Ex. Additional Thoughts/ Comments - It is recommended that this Khajiit be mentally evaluated again. His actions have caused repeated uproar and has repetitively managed to slip out of the tavern before an arrest has been made. He is being kept in the cell until a conclusive decision is made.)

VIII. Guard Facilities



The spoilers below contain pictures and descriptions of the various Town Guard facilities scattered across Vulkwasten.

Guard Barracks and Detainment Cells

The Guards' Barracks are offered as a housing alternative to those without a means of habitation. In essence, it is a place where guards may sleep. The detainment cells are located directly next to the Barracks.



Marshal's Office

The Marshal's office is located in the Fighters Guild, at the top of the ramp near the training grounds.



Training Grounds

The training grounds are open to the community of Vulkwasten, but may be utilized by the guards for training. Behind the targets, former Marshal Kashya has locked a strongbox which contains several practice swords and training bows, alongside cheap arrows. Accessing the strongbox is simple, as long as one has the key. A key to the strongbox may be found on your guard's key ring.

Who can hire an auxiliary?
Auxiliaries may be hired by the Marshal, or Major. If a guardsman wishes to hire an auxiliary for guard-related purposes, he must first notify the Marshal for instruction and consent.


Do my weapons/shields have to be in the Outlaw style, like my gear?
No. A guard's weaponry is his personal choice, and that is reflected upon what he equips. Your weapon and shield may be in any fashion you wish.


Are there any weapon restrictions?
There are no weapon restrictions, but you are expected to use your weapon appropriately. A quarterstaff or other blunt weapon is a great tool for disabling criminals in an effort to detain them. If you use a bladed weapon, just be sure you don't kill the criminal, unless you have no other choice.


How does banishment work?
Banishment is very straightforward. After a consultation between town officials, your character will be forced to leave the town of Vulkwasten. While we will always ask for your consent to execute your character, your character is always at risk for banishment if they perform a crime suitable for it. If your character is found wandering through Vulkwasten after banishment, they will be forcibly removed and, in some cases, executed.


How does Probation work?
Upon sentence to probation, a criminal will be placed under constant supervision of a guard whenever possible. The Marshal will be the one to assign a guard to a criminal, who will then supervise the criminal whenever they enter a public place.


What does it mean when a criminal is "Placed on Watch?"
When a criminal is placed on watch, they are subject to initial accusation whenever a crime is committed that is similar to the crime they committed. Ex. A man murders someone, and is placed on watch because of it. Two days after he is released from the cells, another murder occurs. The man will be placed as an initial suspect, alongside any other potential suspects. Otherwise, they will merely be watched more than others to ensure good behavior after sentencing.



How many keys are on my guard's key ring, and what do they go to?
There are four keys on a guard's key ring. Each of them go to a specific slot.
1. Detainment Cell Key
2. Confiscated Gear Strongbox Key (Located in the Barracks)

3. Training Grounds Strongbox Key
4. Shackles Key


How many of my roleplay characters may join the Town Guard at a given time?
One. While we want to encourage roleplay of all kinds, this rule is in place primarily for the sake of coherency. During important events such as guard meetings, it is expected that all guards attend the meetings. This is not plausible if you must make the difficult decision of bringing one guard, or the other. For this reason, we are keeping the concept of multiple characters out of the Guard completely.

How many Silver Collars actually exist? I remember reading that there was only one in existence in Vulk, but back when Menelin was Marshal of The guard, when Sig had asked for a Silver Collar, she just gave him one, saying they had tons of those in the storerooms. Can I get a clarification on this? Thank You :P

There is still only one collar, as far as I am aware. I have received no notification whatsoever that there are more than one, as Vulkwasten doesn't exactly have a ton of "storerooms," aside from a few strongboxes and other things. Unless Menelin has a secret cache of Silver Collars somewhere, there is only one as of now. Kashya has been carrying the collar the entire time, up until her leave from the Guard.

Unless Menelin gave Sigmund one from a personal collection or storeroom before Kashya became Marshal, no. The current Guard will not willingly, freely hand out equipment to the community for personal use. You should take that up with Mullet, though, since he acted as Marshal during that incident.

UPDATE 6/1/2017: The Supernatural Laws have been updated to reflect on new town law changes. Additionally, two new laws have been added in the breakdown: "Drug Use," and "Drug Trafficking." A missing description for "Daedric Summoning" has also been added.

UPDATE 8/3/2017 - Updated A BUNCH OF STUFF. FAQ overhaul, Guard report fixes, removed stuff regarding the Treethane from the roster. I AM NOT DONE FIXING THE PICTURES PERTAINING TO THE NEW GUARD HALL. Stay tuned for more updates.
